Donald Kegler

Owner, Vocational Rehabilitation Counselor & Consultant

Donald Kegler is the Owner and Chief Executive Officer of Case Management Works. He has over 20 years of professional rehabilitation experience in the private sector. Certified rehabilitation counselor with the State of Hawaii since the inception of the Hawaii Rehabilitation Law in 1981. Established as a vocational expert in Circuit Court, State of Hawaii US Federal Court, State of Hawaii Dept. of Labor at Appeals Board and Dept. of Labor Hearing levels. Certified Case Manager - C.C.M. and Certified Disability Management Specialist - C.D.M.S.

Experienced in the areas of worker's compensation, longshore, third-party litigation, auto no-fault, and long term disability. Extensive experience in assessment of transferable skills, wage loss analysis, and coordination of internal return to work programs. Particular strengths in directing and coordinating a team approach toward achieving successful rehabilitation outcomes.

Has performed Independent Evaluations of vocational rehabilitation and medical case management services performed by other providers. Provided educational presentations on medical case management and vocational rehabilitation services.

Don provides services on Oahu and the Big Island. Don has been successful in helping many injured workers return to suitable, gainful employment and regain control of their lives.

Tony Hunstiger

Vocational Rehabilitation Counselor

Tony Hunstiger has been a practicing vocational rehabilitation counselor since 1997. Tony consistently maintains a caseload of Oahu, Big Island and Kauai residents who have disabilities resulting from a work injury and who are seeking help to return to work. His work with clients earned him the Counselor of the Year award from the Hawaii Rehabilitation Counseling Association.

At the same time, Tony works with attorneys to provide expert testimony in Workers’ Compensation and personal liability cases. Tony produces vocational evaluations of both Hawaii and Federal cases. He is certified as a vocational rehabilitation expert.

Tony is actively involved in community service:
Tony has lived in Hawaii since 1975, mostly on Oahu but also on Kauai. He has worked in Hawaii as a Journeyman Carpenter, as a Line Cook in a five-star hotel, as a Restaurant Manager, as a Shipwright and in various other occupations. He is familiar with the labor markets of Oahu, Big Island, and Kauai, islands where CMW-HI maintains offices.

With his diverse employment background and with his familiarity with local culture, Tony brings to his job a broad range of experience and a commitment to advocate for his clients.

Kay Ray

Vocational Rehabilitation Counselor

Kay Ray is a seasoned counselor, specializing in Vocational Rehabilitation since 1990 with front-line experience in Workers' Compensation cases in Hawaii and the mainland, focused on returning people to work. Nationally certified as a Certified Rehabilitation Counselor serving work-injured employees in Hawaii since 1993. Licensed Hawaii Mental Health Counselor.
Knowledge and experience in::
Master of Science in Vocational Rehabilitation from California State University, Los Angeles and Bachelor of Arts in Political Science with concentration in Public Law from UCLA.

Ann L. Mochida

Medical Nurse Case Manager

Over 43 years of nursing experience with practice on the Big Island, Kauai, and Boston.

Nursing experience has included ortho/neuro, traumatic brain injury, home care, quality assurance, utilization review, extensive medical/surgical nursing, psychiatric, obstetric, and geriatric nursing, as well as life care planning and home nursing assessments.

Has provided case management services for workers' compensation on the Big Island for 25 years, and became a Certified Case Manager (CCM) in 1993.

Received diploma in Nursing from the Faulkner Hospital School of Nursing in Boston, Massachusetts in 1972.

Member of the Case Management Society of America (CMSA) and the Hawaii Chapter CMSA.
